The 8 Largest Problems of Matchmaking & CS:GO
Matchmaking in CS:GO is the best feature Valve has put in any of their games. Not only will this system enable new users to take their first steps into the competitive parts of the game, it propels new users into the game play quickly. This is vital for retaining players, and keeping them interested in the game. All of this combined is why Valve needs to take another look at the issues that plague the best long-term game play feature in Global Offensive.
Like many of you, I have played CS:GO since closed beta, followed all the hype and growth, and have enjoyed every step taken by Valve, and the community. I've put 500 hours into CS:GO, have over 300 competitive matchmaking games played, achieved Eagle, compete in pugs, and events, contribute to the Workshop, and of course, watch all of the wonderful streams on Twitch! I love CS:GO, and I want it to succeed in the long-term, and grow beyond our wildest imaginations. Thus, when one feature of CS:GO could be drastically improved, yet remains incomplete, it is disappointing, since this feature is incredibly important to everything we enjoy in CS:GO.
I have identified 8 issues with the current Matchmaking System that seem to be the most prominent negatives. I will highlight each problem, explain why it is a problem, the effects it has on the players, and the game, and of course, possible solutions. At the end of all of these issues, I will propose a potential rework to the Competitive Matchmaking system that may solve most of the issues I discussed, and I'll explain how this is achieved. From here on, I ask greatly for feedback on every single issue, and the rework. I am only one person, with one perspective, nothing I come up with will be perfect, but together, we can formulate something greater.
1. Cheating
Aimbots, walls, no recoil, DoS'ing servers...etc, the abuse cheaters can lay on legitimate players is disgusting. Regular players have no immediate action of 'fighting back', and must await on more long-term solutions while they are abused by cheaters. This is a problem for plenty of reasons we are all aware of.
Legitimate players commit time into CS:GO. Cheaters undermine this commitment, which lowers the motivation of players to play the game. It ruins all fun and enjoyment, and no value is gained when a cheater is present. Ranks in competitive matchmaking mean nothing at all with how prevalent cheaters are. Eagle, Global Elite, DMG...etc, none of these ranks retain the value they should, their symbol of skill is skewed, and are worthless. The impact of cheaters is not just a simple issue with singular side-effects. This problem extends into all parts of the game, tarnishing every aspect of it, and pushing legitimate players away from the game.
No matter the quality of the content, cheaters will undermine it, and degrade the quality. Developing new content is great, but an easy way to make all existing, and new content folds better, is to simply address the cheater issue. If some miracle solution stopped all cheaters, all content and game play in CS:GO would surge in quality. This should be a valuable point to consider for developing the game, in regards to efficiency.
But there is no miracle solution. There is no immediate fix to a cheater in a game. There will probably never be an actual way to block cheaters code-wise. Next to requiring SIN's to play the game, nothing will prevent those who seek to gain illegal advantages over others.
Yet, maybe we don't need to make cheating impossible, but reduce its worth, and indirectly discourage cheating from a social standpoint. It is a human nature that entices cheaters, so why not focus on another human nature to combat the problem? Introducing social pressures to discourage the use of cheats should reduce cheating drastically. Add another layer of indirect methods that devalue the benefits of cheating, and we may see the impact of cheating lessen.
And what luck do we have, Valve and CS:GO are on one of the best social platforms available, Steam. It is my belief that this great DRM platform can combat cheaters. just as well as it does for piracy, by utilizing all of its social elements!

Overwatch Rewards & Tier System

--- Ability to kick players from Competitive Matchmaking games IF their reputation is negative (-01, or -5, or any number), Any abuse, accounts are banned. As an added measure, the system could automatically track the accounts that get kicked, and if they don't get banned after continuing to play, the Overwatch user loses their kick ability after too many illicit kicks.
--- Review a minimum of ~70%/80%/90% of cases given per week or be demoted to Tier 2
*CS:GO Overwatch Forum is where Tier 3 Overwatch users can communicate more intimately with Valve on the issue of cheating (and other things like player behaviour). They can discuss policies for rule breakers, how to deal with things that arise, or how to improve the system in a more mature area, with others who actively use Overwatch, and are contributing to a better game.
**Tiers could unlock emotes (ban hammer?), or CS:GO achievements. There could be achievements for getting 5/10/20 cheaters banned, or maintaining a verdict accuracy of ~70%/80%/90% for a week. Lots of choices here.
Basically, all of the above Overwatch changes motivates players to contribute in reducing cheaters, but in a legitimate manner. Unlike plain rewards, these require users to maintain accuracy in their reports, and if they don't, they are demoted or lose all benefits. This should mean that those who utilize Overwatch will use it correctly, and not abuse it. Those that abuse it will be in the same spot as they are now. Tier 3 Overwatch users could even have an extra system to police all Overwatch users or something. Someone else should elaborate on this if this is an issue.
The goal here is to make Overwatch incredibly active so that rage cheaters get banned within a couple of games, which will burn through all of their back up accounts quickly.
In-Game Reports
Demo's already have quite a bit of information in them, and the recent graph update to track values is very good. However, there is one thing that could be changed. There should be a comment box that players can optionally fill in, and provide additional details of what the Overwatch reviewer should be looking at. This should aid a lot in figuring out more intricate details of each case. Automatically removing the player's name, and other censors should be built in, like in LoL's!
Social Elements
Players with a negative reputation (-5, -10?) can not que in Competitive Matchmaking.
Players who receive a high volume of reports from unique players are que'd with others who also receive a high volume of reports. High volume would be getting reported 25-40+ times in a day. This is only for Competitive Matchmaking. This may not be a good one to do if other suggestions are implemented.
Players convicted of poor player behaviour should be que'd with others of poor player behaviour, if there is the choice between a que of regular players.
All official servers should automatically track individual clients that frequently play with other players who are convicted of cheating. So in the user's Steam profile, or wherever, a hidden list of players is stored from each game the player plays. This is essentially already done with the 'Recent Player' feature. If a player is found to a) not report cheaters, b) frequently play with cheaters above average, or c) have a high win% from convicted cheater games, they should receive a 7Day/30Day Cooldown in Matchmaking. Once a cheater is convicted, the system can scroll through their player history, find steam IDs of high frequency, and add a mark to those steam accounts. Then the system can pool all of this together, and analyze who pops up. If the above conditions are met, punish automatically. Or add this to Overwatch in some fashion.
This encourages player's to report cheaters, and punishes those who don't report cheaters. We should also expand this system to voting no in polls to kick players. If a user continually votes against kicking a high volume of confirmed cheaters, they should be punished. Combined, these two automatic systems could drastically reduce cheaters by giving users incentive to vote them out, instead of keeping them in the game to gain a free win. This also prevents boosting by eventually detecting obvious cheat boosted accounts.

Over time (1 month/2 weeks) give a user a smiley emoticon that appears beside their name in the in-game scoreboard, if they continually are found to vote yes to kick players that get found to be confirmed cheaters, continually report players that are found to be confirmed cheaters, and do not have a high frequency of playing with confirmed cheaters. This will help in reducing false reports, and will add a social and cosmetic reason to report rule breakers. This could also unlock a Steam Achievement.

Gives legitimate users immediate power over those cheating
Gives legitimate users rewards for not cheating, which will help legit users 'accept' the issue of cheaters, and be more likely to report/kick them (rewards being smiley emoticon, steam achievements, reputation points, Overwatch)
Prevents cheat boosted accounts indefinitely
Prevents rage cheaters from que'ing against fresh new players
Reduces cheating effectiveness by encouraging (giving reason) to kick and report cheaters
Speeds the process of catching cheaters by adding incentives to the community
The one thing I have no idea how to fix through social means is rage cheaters burning through dozens of backup accounts. These suggestions could speed their ban process up drastically, but they would still get to play 1-5 games or play for an entire day before being banned, which isn't that great if they have 20+ accounts. I have other suggestions in this thread that could aid in this not being that big of a deal, but it would still be a problem.

I feel this may stop a lot of closet cheaters/togglers from using impossible to combat cheats, and may allow skilled players ample time to out-gun potential aimbots, and other cheats. Consider it!
So there are my solutions to reduce cheating. I believe that setting the mindset of a community is more effective than trying to continually patch against cheat engines. Giving incentive to, or faciliating cheat detection processes within the community via a social platform should be the 'next-gen' solution to cheating. The symptons of cheating listed above could be eliminated completely with the above concepts. Cheating may still be possible, but it may not be feasible!
